  
The U.S. Government has established a great variety of standards and handbooks available at little or no cost to the contractor. However, not a lot has been done to keep pace with the increase in usage and applications of bare die & wafers.
Military Standards (MIL-STDs) generally impose requirements and are what-to-do documents. Military Handbooks (MIL-HDBKs) are generally how-to-do-it documents.
